Small Buff for Taric

So a while back got his passive reworked from a constant bonus damage on attacks based on mana to bonus damage based on armor and lowers cooldowns by 2 seconds on the next auto after an ability.

Would it be too much to let him store more than one charge of his passive? (Riven gets 3, as the closest comparable passive I can think of) Like, he's a melee auto attacker with no gap closer, and a long-ish range stun, a medium range ult, a short range armor shed thing(the only one that synergies well with his passive) and a heal, this kit doesn't synergize well with a one spell, auto, one spell, auto playstyle.
