Your balance perspective is based on so many factors its ridiculous

One person could be a bronze vayne player complaining about how xin just instakills him 1v1 while not being able to do any damage to him. 'xin op'

Meanwhile another person could be a diamond xin player complaining about how easy it is for a vayne to kite/stun him for eternity making him useless. 'vayne op'

thats why you ignore the first player.

riot officially balances for plat and upwads. everything below isnt considered for champion balance, unless youd have some sort of extreme case of a certain champion reaching something like 70% winrate.

Well, I think this makes sense because good players define how the game is played in the most optimal way. The game would be an absolute mess if pre-30's, bronzies and silvers (me included) were the guideline to balance.

This is unfortunate for champions like Azir and Kalista that are really oppressive when played to their full potential although they are among the most difficult champions.

They aren't that hard it's just small things. AurelionSol is harder to master than Azir...

I would respectfully disagree on that.

Aurelien Sol is basically about the correct movement while trading. As his W has a "reactivate" cooldown after toggling it off, you can't even strategically exploit the 2 different ranges of the spell. Once you have gathered enough movement speed you can activate your E at any time even when losing the bonus movement speed. And his Q is an easier version of Anivia's Q.

Azir has fairly difficult combos for engaging and disengaging that require pretty fast execution. The soldiers have their internal cooldown's that have to be respected otherwise the disappearing soldiers will mess up either your damage output or your mobility combos (reliability in general). On top of that, Azir has to stutter step while trading and teamfighting which he is the only one of all mages that even has this mechanic (Cassiopeia maybe?). An aggressive use of the ultimate requires you to go melee which is not convenient at all as a squishy carry. The mana cost are definitely among the highest considering Azir doesn't have any mana regen in his core build.

This being said, Aurelion managed to have a pretty constant win rate across all elos and Azir tends to be really good at Diamond+ while he's borderline unplayable in bronze/silver.

Anivia peels herself better than Sol, due to her Ult's innate slow, her wall being able to block opponents off, and how she can instantly reactivate her Q. Sol has a delay with his Q, so assassins destroy him. Sol is better at chasing however; More sustained damage over the burst damage from Anivia's E + R/Q. He's harder to do well with.

Azir's comboes aren't that hard; Just read a guide online or watch a youtube video. The mastering of the comboes is as hard as it was to learn old Alistar's WQ (before they made it easier). Sol, you have to learn through gameplay; when to gank, when to engage, when to disengage, due to him not having any escapes, or peel, as well as having little burst except for his ult. Stutter stepping is not much difficult either. Aurelion Sol also has to "stutterstep" (his is somewhat unique, basically he has to keep a certain distance from his target at all times to optimize his W/Passive ranges without being in range to get obliterated. More often than not, Azir uses his ult to shove the opponent into his allied team to get destroyed, while he stays safe behind the wall, using the soldiers for the AoE Dps. Once Sol uses his ult, he has no escape; Azir has E. Sol doesn't have mana regen in his core build as well; Rushing Rylais. While you can build RoA on Sol, you also do it on Azir.

Sol has the advanatage of being a new champ. Even as a new champ, he hasn't been really popular, as he doesn't have the "broken new champ" thing champs like Ekko had. I have yet to see him in ranked.
