Am I the only one that feel like spell binder takes to long to charge?

Riot is buffing spell binder on the PBE, but I feel like they are doing it wrong. The item takes forever to charge only for 4 seconds of active use.

This is fine for assassins, but what about sustain mages like Cassiopeia Azir?

4 seconds is not enough.

Spellbinder isn't supposed to be strong on an Azir, from a mechanical standpoint. Champs that use a lot of abilities, Cass, Kat, and Eve, for example, are the champions that should be strong with it. But not Azir.
