If he really needs to execute towers, I can get 5% or even 10% max health, but when it still has over 1/3 of it left? No! No one needs that. Especially in the Bot lane with its paper mache tower (I know he needs 5 ranks in it to get 35% but seriously, it starts at 25% max.
Also I am pretty sure this is similar to the reason why the W tower damage was removed on Azir.

all have ways of taking towers that is on par with his execute
Chamuel853 votesIf Ziggs is lvl 13 or lvl 18 and the bot t1 tower is still alive, something is desperately wrong. If he maxed W first to get that, how the hell did he get so far ahead that he didn't need to level Q first? Even then it's only at lvl 9 that he'll get that big of an execute
AlligatorFarts2 votesAny damage dealer late game is going to do 10% of the tower's hp in an auto, including ziggs, so making his w do as much as an autoattack doesn't make sense.
