If after every item he bought he got 200/300/400 mana. Or 20 ms for every ignited target. Or if he could move while casting. Or if he healed everytime he hit his ult.

Bard is very strong if your team knows how to play with him.

Brand is a cancerous champion that needs to be removed from the game. Every time I have ever played with or against a Brand they spend the entire game flaming the enemy team.
