They never promised any of those things. They said if solo queue could come back in a healthy way, they would do it. But they NEVER promised Sandbox mode, in fact they denied it ever coming to the game for whatever stupid reason

That said, being open to the idea doesn’t mean it immediately becomes our top priority. The internal team that would develop this feature is focused on a different project for the foreseeable future, so while we’re saying we want to do it and, one day, we will, that’s the extent of this commitment.

This is not a promise for sandbox mode, this is a promise that given the right circumstances, it COULD happen.

If you read the news post you're talking about, Riot specifically says that they are not working on that feature but could do so in the future when it becomes a priority.
