SUGGESTION: Give Soraka's heal spam-gating stacks like Kassadin and Kog'Maw

Whether that means the heal becomes less effective if spammed on the same person too often in a certain amount of time, or making it cost even more mana with each successive cast in a short period, I think the amount that this spell can be spammed is the real, honest problem here.
