So basically you're asking them to disable it's passive entirely? Those items are basically the only items in the game that make Devourer worth getting but if you take it away the item might as well be removed from the game at that point due it not having almost any viability.

devourer still applies to champion specific passive abilities.

like shyvana's e, xin's heals, yi's double strike. that's all the power it should give. because it's breaking the game right now to give it to all of these items.
