Annie has to work up her passive to get a stun ready. Elise, as well as Taric and Alistar, have abilities specifically meant to stun.

Well Elise also has %hp damage, and her spiderlings pack a fucking wallop right now. Granted her burst is single target, but my god it's damn good.

Elise was everywhere back then XD
