You counter vlad by all inning him and abusing his massively long CDS early game. (9 sec Q CD, 13 sec E CD, 28 sec W CD)

That is why he is so good mid and not so good top. Mages can't poke him down. Someone like riven though for instance can all in him every 10 seconds and make his life a living hell.

Try out Swain Fizz Anivia Malzahar Zoe Leblanc these champions can beat him/kill him/or just handle him til your team starts grouping to kill him.

Like above said abusing his cooldowns really help too and of course I didn't mention Kassadin because you need practice/main him to get the job done.
