I mean who doesn't like getting buttfucked by a 40% slow accompanied with crits on every AA and Q right..... ???? Aside from that, if it's toxic to slow someone with abilites that can go on cooldown, why does frozen mallet have a bigger slow 30% even on ranged attacks, wheras rylai's nerfed to 20%.

ChaddyFantome1 votesBecause a slow on every autoattack is far less obnoxious and overbearing than a slow on every spell. Especially for an item with its kind of stat line.
The only champs that would get it are tanky or bruiserish disruptors, but even they dont bother getting it except Gnar.
The only champ that consistently gets it to where it is problematic is Cancersuo, and he is a problem in of himself.
