Could a future rework/champion have an ability similar but not nearly as broken as old poppy ult?

I was thinking something for a juggernaut where it's a basic targeted ability that deals bonus damage to that target based on a % of own max hp, and reducing damage taken by all other enemies by 30-40%. lasting about 5 sec on a long cd like 20 seconds.

that would allow them to still get damaged and cc'd unlike poppy's old ult.
