So Essence Reaver now restores 3% of max mana on critical strikes. So if you were to critical strike a target, and your Hurricane bolts also crit, does it restore 3% per target critically struck? Like 12% or 18%?

9% on hurricane crits yep. Although you probably wont need that much mana anyway.
