A Way to Fix the Current High ELO Jungle Meta

TheOddOne mentioned how frustrating it is that bot lane will now take Krugs because all the camps spawn at 1:55. This often forces him to pick junglers who can start top and don't depend on the Gift of Heavy Hands buff. Junglers already have a reduced income and it's annoying to see laners gimp them even more.

TheOddOne mentioned that invading can be a counter to this but Riot should just make the small camps spawn at 2:05 instead. I don't like this idea because some junglers really want to start at Krugs rather than Red. Instead, I propose that players without smite get less XP and gold for clearing jungle camps. The numbers can be tweaked as needed.
