Make the CD and Speed of Eve's Q scale with Attack Speed

It'd feel a bit weak early on then and that would likely put On-Hit Eve a bit over the top. Devourer->BotRK->Wit's End->Tanky. She'd seem too much like WW.

Is Warwick the only one allowed to be an on-hit character? With the recent change to her E and the obvious bias riot has towards it, honestly it seems like they want Eve to be an on-hit fighter champion.

Right now her build is really weird and she tends to opt for Botrk and things like that anyway, so why not just give her the option to have some amount of kit and build synergy?
