SolCrushed - the designer on the Poppy VGU had wanted to do those changes for awhile, and got some time after Irelia shipped. The intent was to be power neutral (but she ended up dropping a little less than 1 percent. The day after the patch went live, he came over to our team and said he wanted to revert a bit of the compensation nerfs he'd included with the changelist - hence why on the PBE the 5ms nerf is being reverted.

Work for Poppy wasn't shipped because we randomly decided she was too strong/too weak. SolCrushed felt that these changes overall would make her a better champion and had been something he'd been thinking about for awhile.

Poppy has had a higher winrate than riven this whole season other than this patch.

Riven has been at 47% for almost 2 months.

that's because riven is a highly skillful champion with a middling-to-high play rate, so win rates are unreliable. the higher the elo, the better riven is. any riven buffs would break her in challenger, master, and diamond. currently 53%, 56%, and 52%, respectively

she is just, by nature, going to have a low overall win rate because of silvers

Her plat + winrate is 47%...When riven is not terrible her WR is usually around 50% in plat+.

A champion that is only played by mains and otps cant break the 48% barrier has been atleast a month.

Shes just completely terrible atm, if you're picking riven top while a tank or camille/fiora/irelia are open you're trolling.

Maybe the reason they are ignoring Riven is because her rework is almost ready.

"Tank bias" Really, because last I checked, Riot finished buffing bruisers with the new keystone. Not to mention Riven can abuse v1 Stormrazer with ult + passive + dusk auto to do a insane amount of damage. Champions fall in or out of the favor of the meta, so too bad the one champ you use so much time on trying to main just simply doesn't have good footing in the meta. I was a bit unhappy when Yas top fell out of meta, but did I complain like a lil' bitch? Hell no, I moved on and practiced other champions. You know who's a champion in a worse spot than Riven? Urgot His main primary build is legit ass, meanwhile Riven still has two builds.

You still think lethality riven is a thing? Electrocute and dirk have lower than 45% WRs on riven.

Riven can literally only go cleaver + lifesteal because everything else just auto loses to tanks/supports/adc/everthing.
