Look at it this way.

If you strip a chunk of utility out of his kit he can either get tankier or do more damage with less mobility.

He needs to drop one of those three, the mobility, damage or bruisertank.

No he doesn't need to drop one, because he doesn't excel in any of them. Hes not the best bruiser tank hes not the best damage dealer and doesnt have the best mobility. Just sub par at all.

You don't seem to understand that 'jack of all trades' also means 'has no weaknesses' then.

A ton of lee sin players are bad but when a good lee sin player gets ahead he is unstoppable even by an equally fed player with equal skill of most other champions.

He's not OP, he's toxic. The ward hopping, the lifesteal + shield is the most frustrating thing about him to play against, if you removed just those two things he could still be a badass counterjungler and still 100-0 ADC's with two moves.

The mobility creep has to be blunted somewhere. Lee Sin and Nidalee just happen to be the best places to start, followed by Zed.

if lee ward hops he doesnt get a shield. if lee commits to a Q and he doesnt have team support hes fucked. if lee Ults the wrong person or in the wrong direction it could be game over. If lee can 100-0 your ADC hes building damage (you could 100-0 him as easily as hes 1 shotting ur adcs)

If lee has the power to 1 shot anyone on your team with 2 abilities then you probably would have lost if he was playing skarner anyways...
