Gangplank, Ezreal, and Illaoi are top tier due to Klepto. Bruisers, who are shit, are being playable due to going into tank matchups and spamming Klepto procs.
It's very obvious Klepto is the issue. Laning Ezreal was shit tier until Klepto came. Typical nerf champion, nerf the broken item/rune, the champion is shit special.
Why is Klepto going untouched while Ezreal is painted scapegoat?

Lock out loots based on level, so people can´t RNG their way to getting gold bags with 100 gold in them 3 goddamn times in a row.
Until level 6 you can only get biscuits, wards, gold bags between 10 and 30 gold, no Elixir of Skill chance. Between levels 6 and 11, Adaptive force potion, mana potion, gold bags now between 10 and 60 gold, 0.01% Elixir of Skill chance. Between levels 11 and 16, Travel size elixirs, gold bags between 10 and 90 gold, 0.05% Elixir of Skill chance. Level 16 onward, gold bags between 10 and 120 gold, 0.1% Elixir of Skill chance.
Riot just needs to put the rule bending part of this particular Inspiration keystone under control. And then see how champions abusing them perform.
