Cass feels slow
The new passive feels slow and I have no choice but to stick with it or buy Ludens. I just had a lvl 10 
out run me with nothing but a basic boots.

Cass base 332 + 36 = 368
You would have been about the same speed if there were no other mitigating factors (Ludens, Runic, MS quints, masteries, etc)
