@Riot Why are you so adamant to keep Elise in the jungle?
I main Elise and exclusively play her top and sometimes mid. It sucks to see her get nerf every single time because of her jungle power.

Maybe because 99% of the player base uses her in the Jungle. It becomes extremely difficult to reconcile a champion between multiple roles. And a lot more people would have problems if Lane Elise is what her kit get's balanced around.

Basically this. If they balanced her for top, the majority of her kit would get shit on and she would stop functioning in the jungle as effectively and still be mediocre top.
She originally was a top laner fyi.

People used her as a top-laner. She was always intended as a jungler.
Because that's what the constant nerfs pushed her to. Multiple champions have multiple roles, don't act like it isn't a thing in league.

Yeah, champions with kits that have more general use abilities that are equally effective in the roles they can go in.
Elise's cocoon? way more useful in ganks since she can come in from the side and not get blocked by minions Her %hp? Much more useful against high hp jungle camps early on in the game to help clears, also requires less farm to be useful and contrariwise means she gets ratios that don't benefit as much from the increased farm in lane. Her spiderlings? IMMENSELY more useful in the jungle when they can tank hits for her and deal constant sustained melee damage Rappel? This makes her a diving queen with the ability to avoid turret shots and you dive way more as a jungler coming in for ganks than as a laner. Not to mention using the vision and monster hopping ability to traverse walls in your jungle.
Riot's intention for her being a hybrid who could go in multiple different roles is irrelevant because the kit they gave her just didn't work out that way.
If you buff her numbers you buff every role, if you nerf her numbers you nerf every role. This kit will ALWAYS be better in the jungle than in lane. Thus if she is balanced around being a laner she will be overpowered in the jungle.
Yeah, sure complain about Elise when
exists.
Because her kit will always be better in the jungle than anywhere else, how isn't that obvious to you?
Spiderlings help you tank camps while keeping your health up, she can roam around very quickly in the jungle to clear faster and get to and from ganks, she can start a gank with cocoon, deal a crap load of damage with her %hp ratios, and rappel for insane towerdives. If you take that kit into a lane you are throwing away about 60% of her strength.
If Elise is even slightly competitive mid or top lane, then she has enough power to break the game over her many knees when jungling. Thus, a balanced Elise will never be that great in lane.
Eh, she just doesn't really work as a laner, does she? Last time she was a viable top laner, Neurotoxin did a ton more damage than it currently does and it was significantly cheaper to boot. Making her a viable laner again would require reverting almost every nerf Neurotoxin has ever had, then probably gutting the rest of her kit to make up for it.
Elise was nerfed out of top lane because Neurotoxin's nerfs meant you couldn't just spam it on the enemy laner and poke them to death anymore. When Neurotoxin was no longer abusive, the rest of her kit's natural synergy with the jungle was exposed. She's been balanced around the jungle because when all of her kit is pulling its weight equally, the jungle is her best role.
She's just not a natural top laner, even if it's the first role she was good in. It'd require some very odd, basically meta-forcing balancing to make her viable top.
You would've loved season 3 then. Elise top..support..mid..
