Should we have another 15% CDR item?

At the moment, Lucidity Boots are the only item with 15% CDR, which puts it at a bit of an odd spot with all of the other multiple of 10% CDR items. This also causes the mildly aggravating thought of "wasting" 5% CDR during mid-late game if you get the boots to max out CDR but don't have the 5% CDR bonus from runes or masteries.

One example of an item that would benefit from getting 15% CDR is: item 3504 - (10% CDR -> 15% CDR) Lucidity boots are a decent item on most healers, which means Ardent censor + Lucidity boots + any of the lategame support items (all conveniently 10% CDR) would equal exactly 40% CDR without runes or masteries.

This would make for a happy Alistar, Janna, or Sona.

The only reason 15% crit items feel needed in the first place is because of the 5% CDR blocks in the masteries section. I think it would be better in the long-term if every CDR item gave either 10% or 20% CDR and there was one mastery that gave 10% cooldown reduction at full points. The issue with having CDR in multiples of 5 is that the only way to insert them cleanly into a build is to pair them with other items, runes or masteries in multiples of 5. Unlike 20% CDR items, which can be built alongside other 20% and 10% CDR items, 15% CDR items can be, at most, only paired with another 15% CDR item (or a 5% CDR mastery).

don't have the 5% CDR bonus from runes or masteries

Now that Lucian's passive is nerfed, why would you get lucidity without those?

i'm so lost...what does lucians passive have to do with anything...Lucian gets lucidity boots for his ult being up more and paired with a youmuus to generate more shots....

Lucian is the only example I could think of where it'd make more sense to get AS over the CDR (in masteries) while still benefitting from lucidity enough to warrant the purchase...at least, he used to. With his passive nerfed, there's just less incentive to spam all day, making Greaves the better choice.

I said yes, but I also don't find it hard at all to hit a multiple of 10.

For champions that I build lots of CDR on I have two rune/mastery setups. For those that buy CDR boots (Ezreal, for instance) I run 5% CDR masteries and call it good. For those that do not buy CDR boots (Junglers, for instance) I take flat CDR glyphs to 5% and 5% masteries so I start at 10%.

With those two balance factors I never find it hard to hit exactly 40%.

Yeah I do a similar thing. I take 5% CDR from Runes/Masteries on AD Casters, who tend to build Lucidity (Riven etc.), and 10% from runes/masteries on Casters (read:Not Kayle, Teemo, Azir) who tend not to build Lucidity (Ahri, Zed, etc.).

I actually use 3 scaling glyphs of CDR though.

We already have so many CDR items that they are basically devaluing its statistical cost. Because there is a hard cap at 40%, getting more than that is a waste of gold. In terms or support items, there is so much CDR available that I am more likely to avoid getting a high CDR item because of how inefficient it will be. Ardent censer is actually an amazing item, but what they need to do is REMOVE the CDR and buff the AS it grants on heal. Right now, It is totally redundant in terms of itemization because almost every support item has CDR (see: item 3060 item 3401 item 3092 item 3190 item 3222 item 3056 item 3069 item 3023 item 3050 not to mention any of the tank or AP items a support may also buy, like:item 3110 item 3065 item 3041 item 3165. This is a basic case of inflation; Players wanted more options for CDR (which is fine) Riot started to give us CDR on items more and more. We are now in the poor spot where they stick CDR on almost every new item, and that means the value for CDR is actually going down because the supply is up so much. All of this is basic economics, and tacking an extra 5% CDR onto any of those support items would devalue it even more.

So maybe change more 20% items to 15% and maybe some 10% to 15% or 5% (and buff/nerf elsewhere ofc)

I definitely think having more items with lower amounts of CDR would be great, and could fix them major issue I was talking about.
