I'm sick of volibear dominating lane

I'm really exhausted with Volibear. It seems that when I dare go top lane, the enemy is volibear, smiting me for dare choosing something other than support.

Volibear is a super tank that hardly ever takes any damage from my abilities and yet, he can mow me down like it's nothing. "Stay under the tower" is always the natural choice to attempt to survive your lane long enough for grouping. However, Volibear can tower dive me and then passive his way back up to full health. My jungler is kind enough to gank, seeing as Volibear just used his passive - but, wait, he's using it again!! "Enemy double kill" echoes across the map... My turret is gone. I've died three times already. He's going to carry his team.

Does not matter how safe I play, or who I pick, I always lose to Volibear. This is apparently balanced - a champion that can instakill you, meanwhile being super tanky, and regenerate his health right back. He isn't like garen with a passive you can stop by constantly poking. In fact, poking Volibear does nothing. If you keep a distance, he'll simply run up to you, toss you over his shoulder, slow you, and tear you a new a@@hole.

I might as well just quit because this champion is set up for victory.

This is usually the part where someone steps in to tell me I'm wrong and what Volibear is weak to. Please enlighten me.
