How to Fix balance issues with mobility

NOTE This is a reference to a post a I read earlier, I'm just explaining it in my own terms.

General: Good at everything, no real weakness Special: Very strong at something, weak in all other area's

Now Lee Sin would be considered a General, he has hard cc, mobility, burst, gap closers, tankish because of how he builds, very good map pressure. Sejuani is a Special she has, VERY good hard CC, decent mobility, very tanky, good early game pressure and late game.

Now as you can see Lee Sin out classes Sejuani just because everything she can at slightly weaker standards but MORE. He has hard cc, sejuani has more, but Lee Sin has Burst and Dueling power, Sejuani does not. Sejuani gots good early game pressure because of her Q. So does Lee Sin, but he does it BETTER. Sejuani is tanky, but so is Lee at a slightly lower lvl. You where I'm going?

General's have a bit of everything. That would be a good way to balance the game, but even with having a bit of everything, they are still quite strong in one Focused area. Such as lee. This goes for the same to Vi and then you compare her to nautalis. Or Jarvan and Malphite. Vi and Jarvan have good initiation and are tanky, they are also very good duelist's and do quite a bit of damage. They also have mobility and very good gap closers. Malphite and Nautalis have good intiation are a bit more tanky then Vi and Jarvan. But they can't duel well and don't have very good mobility compared to them, they all deal little to no damage. THey are VERY strong in a certain area (Tanky, Hard CC, Intiation) but weak in all others. Jarvan and Vi do the EXACT same thing Nautalis and Malphite do they just do it at a SLIGHTLY weaker interval but they are also VERY strong in other areas.

What I'm getting at is that all Champs should be specials and no one shold be a general. Cause they are much more harder to balance because if you give them a specific strength and then give them a bit of everything they become OP. If you give them a bit of everything they tend to feel very weak as they can never seem to fully get the job done in any area.

Every champion should have specific strengths and weakness's (Special) this makes the game much more easier to balance as you can tell what the champion is Good at easily and what they lack in else where.

Lets say for example lee, take away his hard cc, (Ult) make it like a aoe damage in a area, or make him more of a tank initiation give him more CC, but take away his burst and dueling. This way he has a specific weakness and Strength. Jarvan can have his burst tanken away in exchange for some more tankyness and a bit of CC. (Also take away the dueling)

Tl;Dr Make every champion be very strong in certain areas, but lack strength in all others, no one should have a bit of everything and even MORE
