Spell Vamp was only really purchased on manaless champions that didn't need to worry about running OoM in lane, or champions with some manaless means of applying it.
Many still have spell-vamp in-kit or access to decent sustain elsewhere, and spell-vamp was never a core part of the AP itemization lineup.

I don't think you understand what burst is.
Life steal is 100% useless against burst damage. If you get to AA 1 time a second, and someone applies a 100%-->0% OHKO burst rotation on you in 1 second, then life steal does nothing.

Life steal's counterpart has been Zhonya's Hourglass for most practical purposes, and not spell vamp.
Life steal allows sustained-damage champions to sustain long enough to do sustained damage, and sustain while they deal sustained damage. Zhonya's allows burst-caster champions a burst of survivability, so they can burst, can a burst of defense, and then burst again.
In both cases it allows glass-cannon, or near glass-cannon champions a means of survival that makes low-defense builds rewarding and not a horrible idea.
This also adds offers meaningful differences in AD vs. AP play-style, rather than both itemization paths being clones.
Given what 
could accomplish with a ton of spell-vamp vs. 
, it's also safe to say AP's are still in a solid spot.
