I sometimes wonder why Riot doesn't work with broken champs.

Don't get me wrong, I'm lazy too. I know it's easier to mess with a champ that seems in good condition but lacks something. Kind of like how Riot decided to mess with Leona right now.

I know they're working on Yorick and Ryze but what about reworks that didn't improve a champion?

Mordekaiser needs to be reworked (again). Thanks CertainlyT, you made something other than a Juggernaut for a Juggernaut rework. Thanks for taking away his ability to stack shield easily, oh and his mobility too. Thanks for not giving him any CC whatsoever (like a slow). Thanks for trying to make him a ADC. It sure is nifty that he is slow and marksmen can peel tanks. Thanks also for taking a ranged ability and replacing it a horrible ability that was later nerfed so it dealt more than half its original damage. Thanks for trying to be original when there already is a Fighter who can ADC and yet you didn't notice. (Talking about Yasuo, who has a better shield, a ranged Q, AA blocking W, great mobility, and works well with most supports.) Hope Mordekaiser gets back on the list soon.
