A way to entice Support
Make it so if you put secondary as support, you won't get randomly ADC, Mid etc.

I mean, if you put support as your secondary role and you don't get lucky enough to get your primary, you will almost certainly get support.

No it isn't. I've seen support mains get ADc etc.
