Zoe needs a rework

This champ has been left in the gutter for too long, and tbh, i would really enjoy being able to play her again, she feels like shit to play and to be honest should be remade one of 3 ways

1. A proper burst combo mage, without relying on a 2 spell gimmick
2. A "kite mage" (that's what ahri mains continue to call her) with high mobility and decent dmg, however though, this would work best with zoe's current identity
3. A mobile control mage
