for his ulti, he is the only one who can blind the enemy team. But wait, it sucks so hard only last 4 seconds and has 150 sec cd if i use it to blind i wil lose a lot of power. I remember you put stuff like reducing the cooldown if he doesn't use the jump Why did you remove it?,
Reduce the cooldown of his R to a flat 20 sec that can't be reduced by CDR if he doesn't jump, and increase the cost to 120 mana. Congratulation you just gave him a uniqueness.

haven't you seen the game where an enemy noct ults in a siege in LCS, and the whole enemy team backs off and runs to their nexus? they got a free turret and inhibitor in 4seconds.

You don't know that Range dominates Cooldown. Global Ultimates have the longest cooldown. Short ranged and narrow abilities have the shortest cooldown. That's just how it works. Don't expect the game to be adjusted for your special case. There are other things that the community prefer Riot work on; like relocating the home server to Dallas.
