The problem is, while farming, I have no control of when rapid fire canon up time. Then when I have to engage, I can't guarantee it being available. Unlike static shiv, I can't imaging any reason I would want to use the modified attack on minions. It's just wasting my charge.
Would it be to much to ask that the charge only work on champs?

By that logic, Jhin's fourth shot should be saved on wards and minions because he might want to use it to engage. Or better yet, every single autoattack because his reload is a severe drawback in a fight.

Moooose31 votesYeah it takes 3 seconds to charge. "Then when I have to engage" You never have to engage lol. And it takes 2 seconds to charge again literally move between aa's and boom its up. Regardless you can see when it's coming up, there's a charge counter on your HUD. Use it or stop complaining.
