Is tankplank still a thing?

With all his recent nerfs Is it still viable to go something like item 3078 item 3748 and item 3053

whilist building into more tank items like item 3065 item 3742 and some filler item to whatever their team is more of.

Gangplank doesn't really have enough damage to go full tank, but a build like that might work. I can't say it will because I've never seen or tried it, but try it! Who knows, maybe you'll figure out tankplank before the Koreans do.

I still prefer the old fashioned Crit Plank.

If barrels didn't slow already, Gauntlet would be pretty good. But as it happens, critplank already has enough mobility and slow to survive decently well, so he doesn't even need to go tanky.
