why does udyr's phoenix stance have such garbage scaling?

It's hard enough now to be melee for an extended duration of time, and thats made even more difficult if youre building damage items.

I feel like udyr should be rewarded for building damage items and managing to hit people with phoenix stance.

Nowadays a 2 item adc will 1v1 a 2 item phoenix udyr with ease and thats pretty fucking sad.
