Riot should never leave a champion at under a 47% win rate unless there's an elo they're over 51%
I don't think it's reasonable that Riot favors some champions so heavily and will buff them immediately the next patch if their win rate drops below 49%, and then others can go nearly a year at under a 46% win rate and just be outright ignored.
I'd understand a champion being left in the dumpster if they were wrecking balance at pro/challenger or even just bronze levels of play. Not every champion has to be viable/strong at every elo. They should however be viable/strong in AT LEAST 1 ELO.
It's pretty hard to justify picking a champion who has under a 46% win rate, even if you really enjoy playing that champion and frequently do well on them. Yet I've waited and waited and
hasn't been touched. His win rate is 42% in bronze, peaking at 46% in gold, crashing to 28% in master and 43% in challenger. That's over the last MONTH.
I'm not saying Riot needs to rework a champion or adjust their abilities. It should be pretty easy to see when a champion is so consistently weak across elos to just give a little lovetap of +2 AD or +3 armor or something. I get that you don't want to overdue it, you don't want to make the kit OP or anything. So maybe you don't buff his AD because you think it's overtuned - buff his armor/MR/health then. Just give him something, somewhere. There are lots of other champions that have been dumpstered and ignored for far too long:

Now I get something like Ryze since he's still performing well at high elo (over 50% win rate in diamond). Overall though, plenty of champions that have been nerfed too hard and aren't seeing any help. Kalista and Azir were too popular at high elo but even in diamond they're both at 45% now (and they're not doing any better in challenger).
It just feels like they aren't even trying. They want these champions on the back burner and to not have to worry about people complaining when they're strong. Newsflash - Gnar has never been complained about half as much as
and company and yet they are always kept viable somewhere...
come to mind.
will probably be in the dumpster as well in a few patches. Of course Riot also has some special snowflakes that are always allowed to be strong no matter how broken they are, but that's just how bias goes. Playmakers like Lee Sin will always be buffed before Worlds whereas Akali will never see the light of day and will be gutted if she's ever a viable pick in pro play.
to top it all off...
