Match Found - Declined Troll

First off, if someone does this often, they need to be punished for it. This happens about 2-3 times every week for me. I know it's the same person because matchmaking wants to put me with them since we have similar MMRs, then I see 3-4 Declines in a row. It seems like most Bronze matches take only about 25 minutes and are usually lopsided, so it's incredibly retarded that it takes about 20 minutes to go from pressing "Play" to getting into the game:

5-6 minutes pressing Accept 7-8 minutes in Champion Select (ranked draft) 5-6 minutes Loading (most of the time)

So I have to wait 18-20 minutes to play a 25 minute game that sees my team stomp or get stomped on? Please. And also, if we're gonna get trolled, at least don't take me back to the main page everytime someone trolls so I can edit my profile.
