Riot you can keep giving Jax pointless buffs, it won't make a difference

He still won't be a competitive pick because he's not reliable

His /level base stats are terrible for a melee autoattacker with no ranged poke/farming tools, Irelia has 13 more armor and 100 more HP at level 18 baseline, Hecarim has way more, Olaf has way more HP, Fiora has more hp and armor, etc

He has the same level 18 HP as Kog'Maw lol, this is a melee champion with no ranged poke, sustain, or farming tools

But you can keep buffing his R and E, see if it gets you somewhere

The thing is, base stats don't even reflect the champion archetype anymore.

Miss fortune has just as much base HP as bruisers because she is supposed to build all AD and not a lot of health, therefore in her full AD build she needed more base health to play viably.

In contrast, bruisers are expected to build half tank half AD so their base stats actually gets decreased to compensate for the fact that they build half tank half damage.

I'm not even surprised that Kogmaw has more base HP than Jax because base stats do not identify a champion's role in League.

Except every other bruiser has way better base stats than Jax does

There's absolutely no reason a melee champion should have the same base stats as a ranged one with 2000 range poke
