There are multiple akali mains/otp in master and challenger.
Akali is already a frequently banned champ in high elo, champ is already cancer to play against as melee and her 8s duration stealth has no counterplay.

Is this pre or post buff... because I'm pretty sure as I'm writing this to you RIGHT NOW league of graphs is showing me a 1.9% ban rate in diamond plus. It's only when you go down to gold that it goes to 3.5% so tell me again how she's been permabanned?

Pre buff.
And diamond plus doesnt count because most of those stats are d5 0 lp.
Try looking for master and challenger ban rates.

I'm bronze V dude not illiterate. And I'm very good at finding information and also good with numbers. I can't find any thing that even hints at Akali being permabanned on some invisable statistic.
Since your diamond and all that you would have experience with the game and know all the outlets for information. It would be nice if you could link me her ban rate.

she needed no buffs . at all. shes insanely toxic and by far the most unfun assassin as she has no skills. she points and clicks on people and they die. pretty much after one item she can one shot anyone that isn't an MR tank

Puff up her Q and E in some unique way, reduce the Ult impact spike, and change the mechanics of the shroud slightly. Which borders on rework, so. Probably shelved until then.

Different paradigm of buffing means "Compensation for counterplay she never had before, because it would nerf her even though it was healthy to change her this way."
Rewording using simpler text:
Change Q and E a bit to be better abilities in terms of interaction or effects. Reduce the Ultimates impact on Akalis overall gameplay. Change how her W works to allow counterplay. Doing this is basically a rework, so it will be pushed back until they can find the resources.

Banshee, a must have against AP Mages since assassins need to kill you in one rotation of spell => 
if really needed there are bans (not the best imo but most efficient) => ban
there's plenty of option to make her weak even other ones who're useful for a lot of champ, another exemple : telling ss to avoid an assassin to get fed

Dot slightly reveal them and allow you to track her, just hiding some information (hp bar/energy et caetera)
