Riot's stated goal: "We don't want games to be decided in champ select"
In a universe ruled by logic: Katarina has been disabled in ranked until she is reworked to not violate this stated goal quite so viciously.

"Just bring cc" This is flawed for a number of reasons. Katarina is currently a viable mid and top and can even support. This means that unless you ban her, you MUST assume that you are going to need instant spammable hard cc to interrupt her ult because if you don't (or if your cc is tied up in ultimates or is delayed for some reason) there's really nothing you can do about her. Taric dazzle will stop her, sure... but two of your teammates are already dead. Probably your carries. If you're close enough to stop her with Janna 'nado you're already dead. This restricts champion selection and behaviour quite a bit. Do I engage? Can I see Kat? Better not, then. Should a single champion be allowed to warrant such consideration?
Obviously cc is good; the point is that you need specific kinds OF it- and LOTS of it- in order to stop a random triple kill from putting a stomped Katarina back on top and becoming untouchable. Ban her or don't, pick her or don't, bring cc or don't. What you actually do ingame is highly secondary to what you do in champ select. And isn't this highly binary? Another thing Riot says they don't like?
(spoilers: Multiple solutions exist to this problem. More bans would help. A lesser number of MUST BAN champs would also help, but this would take longer. The simple fact, though, is that the concept of resets abused in this fashion is simply unbalanceable. She will either be underwhelming to the point of uselessness or overpowered as shit unless multiple opponents pick with her in mind, which simply isn't fair to anybody. My Evelynn is in the dumpster because permasteath can't be balanced either; why the double standard?)
