The AS slow and Damage output reduction already allows it to be used either defensively or offensively, but the main purpose is defensively.
The Armor and MR reduction just seems tagged on.
Zyphiridon3 votes"Meant to be used Defensively"... Not how I use it at all. As a Support main, I actually use Exhaust to secure kills and to peel for allies when all of my other CC is down. It's great for preventing escapes. If it was only made to be used defensively, it wouldn't be an Attack Speed Slow either, because simply putting it on an ADC while fighting them reduces their damage output for the duration of the spell. I have to disagree with you, Exhaust is not purely a defensive spell.
