Void Nargacuga2 votesBecause AD assassins just used a hodgepodge build of whatever was effectively giving them lots of AD basically, that were meant for other classes not including boots/defensive items. Seriously take a look at some of the most effective builds for some assassins. Zed and Talon especially! I mean holy shit!

upgrades!? That is VERY BAD! Unique passives don't stack!
Lots of assassins (not just AD assassin I think) will be balanced around this item, some may even start seeing some more play, since it is designed to be used by Assassins since they would get the most benefit from it.
