The one thing I hated about the old last whisper item, is that it's %Armor pen, made it extremely effective against all targets, making it a must build item for your ADC.

Currently the last Whisper items only affect %Bonus Armor, making it a lot less effective against glass cannons. Conversely, flat armor pen (now Lethality) works better against squishy champs will little armor.

BC doesn't have that weakness, because it shreds %total Armor, making it pretty useful against both tanks and glass cannons. But it does one even better. Since BC shreds armor instead of ignoring it, the reduced Armor increase physical damage from all sources. (Allies, Minions, Turrets, etc) Also it would interfere with Armor scaling on certain champions. (Rammus, Malphite, taric, etc)

Not really convinced that it should be melee only though, I just think it's a bit strong in general.
