He’s still pretty ridiculous early on, particularly in a lane like top. You either hug your tower or get constantly attacked from a bush. Getting into the bush doesn’t do much either, because his base damage is crazy. Armor shuts him down hard later on, but his early game is absurd imo.

His early game is strong, but he's also kind of squishy. Respect his damage and mobility early and ward, request ganks and farm under your tower. People don't think about how strong leveling is early game. Gaining the xp is worth its weight in gold and that's far from an exaggeration.
