Can AP Bruiser get one item with 20% CDR?

AD Bruisers can pick from the following.

item 3078 item 3508 item 3161 item 3071.

It's much easier for AD champs to access 40% CDR with 2 items than it is for AP Bruisers. item 3115 has no health or defense starts and a lot of AP bruiser can't go with item 3003 item 3285 item 3030.

Honestly, AD bruiser have much better items to choose from.

item 3001 + item 3102 anyone? I know they have no hp but it's something. I think maybe something like item 3025 should have an AP scaling on the proc and be made melee only.
