Can we finally give Twisted Fate an ability on his E?

Every champ in this game now is getting a passive and an active on a skill (or at least a shit ton of things into one ability) So can we finally put that addition on to our card master?

I was thinking something along the lines of Ashe's Q.

"Twisted Fate rapidly deals his cards. Granting him an X amount of attack speed and bonus magic damage on each hit. Twisted Fate loses the passive attack speed while this ability is on cooldown"

I think this is a fair spike of power since he's immobile, weak as shit early game, has crappy range on AA's, and has an ult (while it's amazing) has a huge mana cost as well as cooldown early on.
