Why doesn't red trinket auto upgrade at 9?

I've seen so many people post 9 still running around with an unupgraded red trinket. Not gonna lie, occasionally I'm guilty of it myself.

item 3364 item 3363 are actually considered side-grades, not upgrades. Meaning that both of each item 3341 & item 3340 item 3362 would have about the same utility depending on various situations, so technically, it's not highly necessary to purchase the side-grades if you're satisfied with the normal ones.

What advantage does regular red trinket give that sweeper doesn't?

Did you literally hit the Quote button just to see if it's item:3361 or item:3362......

As Mysticman89 said, the regular red trinket can help you to cast the red trinket at a range to prevent getting facechecked, or accidentally touching a Teemo shroom before using it.

I suppose it's conceivably possible that someone somewhere might want the ability to scan at a distance without needing to get all up in there for fear of dives. I don't know why anyone would want to have an item for that scenario compared to the scanner, but I'm sure if they did change it there'd be someone complaining about how they wanted that extra range.

I'm not talking about yellow trinket turning into red trinket, I'm talking about if you grab red trinket pre 9 and it not upgrading itself at level 9.
