An LP Question

So I'm putting in solid effort this season to climb, and it's going reasonably well, but I was gaining about 21 LP from each win, and that's dropped to 13 in this new division. I'm a little lost as to why a division up I'm getting less LP for wins when I feel as if, winning against people a bracket higher, should be harder and therefore worth more LP.

What am I missing?

LP gains are based on how much higher the system expects you to get. If youre smurfing in silver and play at a high plat level, LP gains will be in the upper 20s or 30+ even, while the system adjusts to match your actual MMR with your expected MMR.

So if your LP gain tanked or losses increased, the system feels youre probably around your deserved rank. Keep studying the game, practicing, and getting better and you'll see that sweet sweet +24 LP per win again.

But I guess that's my question. If I'm only getting 13 now, I assume I can only gain by going lower in rank.

Unless it's a dumbbell distribution model.

I was in a bracket below my level so they boost my LP to get me out. Then I'm in the bracket they think I should be in so they give me that 13 (which is average) Then I climb out, and I'm playing above my weight class so they give me 20 LP again

Is that right?
