Smite on more then a jungler

Would having smite as like a support/top laner be viable? I just went against a team where basically the whole team except their top laner had smite, and we never got a single dragon or baron, plus they all built the jungling item where you deal true damage to champions and they shreded everyones health.

i have seen WW top with smite and its so damn strong. i think the new jungle still needs some change. Not huge patch fix just some some fix will do.
