Did riot explain why they were buffing vayne?
Yes we can all agree they were way overboard but I was wanting to know why they even thought she required such buffs

Their intention isn't to buff her, their intention is to turn her away from building crit (aka the 2 crit item burst build) into building sustained DPS.
Because she is weak and has strayed from her intended niche. She is supposed to be the ultimate tankbuster, yet even in the current tank meta where she should be at her strongest, she is rarely played. Right now she scales into a mini-assassin with Q crits+shiv. They want to push her back into the ultimate tank killer, which is why the proposed changes removed the Q crit, and increased W % true damage scaling.
Oh so they now admit the q crit change was daft... hopefully they revert the stupid draven buffs which came after because of it
It's probably important to note that Riot putting changes on PBE is not always the same as them actually buffing the champion or planning to put them on live, and it's not uncommon for them to put knowingly put unrealistic stuff on PBE for exploratory purposes just to get some quick data.
Still, the idea in vaynes case would be to shift power from squishy bursting to tank melting, not necessarily to buff.
50% winrate and 40% playrate isn't good enough for riot

50% winrate, but nowhere near 40% playrate. She is sitting at around 12% right now.
