Why does riot still think garen is weak?

I've played garen since season 3 when I started, and I believe garen definitely had it hard back in the day since he wasn't as strong as he is now. But with how garen is now, having high base stats and stats per level, high damage in his abilties, armor shred in his e now, and his e applies on hit effects, and his villain passive that makes everything do true damage to a villain, and his high base health regen coupled with his regen passive is stupid. Garen is overloaded now and is fairly powerful compared to the old garen in season 3. Why is riot still trying to buff the guy? If you want to make him so strong, can you make him require more skill to use? Mechanically he is very easy to play and very forgiving as he is naturally beefy and regens a lot with no mana cost.

I don't believe garen should be as weak as he was in season 3. But I do think something needs to be changed. Either he needs to have skillshots or mana cost so he can't play so reckless and get away with it. Or the best solution in my opinion is make him lose his stupid warmogs passive. His healing passive is so stupid to play against and the number 1 reason why I hate playing against garen. He doesn't have a dash so he has a hard time getting onto people, but when he does, he does tons of damage. That's fine. But what sucks is if you ignore him, he rips you up. If you focus him, it's so hard to kill him, but even if you kill him it's pointless cuz he will just come back and become tankier as the game goes on while still having high damage. If you can't kill him and he lives with at least 1 hp, he will regen like mundo ulting without using a damn thing. I know early on his passive is not that powerful until he hits level 11, but it's definitely not bad either. The fact that his base health regen is so high, and then his passive stacks onto his health regen making him heal like crazy for free is just stupid. If you ever fought a garen who started 3 reju bead, you know what I'm talking about. That shit is stupid cuz the guy will just not die.

Garen's regen is too stupid to play against. Sure, you can poke him to stop his passive, but at what cost? He will sit under his tower while you try to poke him, probably wasting mana and cooldowns, and overextending hard and putting yourself at risk to get ganked and die. If you don't try to poke him, he will just heal up a large portion of the harrass you did to him. If there is anything to change to make garen more balanced, it's to remove his stupid ass health regen. Just make his passive his villain passive, fuck the regen.
