Other then her short stint last year as a tank top laner she hasn't be used in the NA LCS since Voyboy was on CURSE. So I don't think that's it.

So hence the buffs. Rito wants her picked so she can make dem mega LC$ plays. Now that she's buffed, she'll picked. Solo Q players will abuse her for freelo when she's not banned, and after the big championships and whatnot, she'll be nerfed down a bit.

Then you remember it's a tank meta with locket+stoneplate and these are the pros. Akali may work once or twice but that's it.

It's meant to be used in teamfights as a safer refuge until CD's come out, so it has to be longer. In lane, kinda same reason, it helps with escaping bad situations.
