Why Does Cull Still Exist?
Edit: This was a legitimate question, by the way. I merely included personal observations as to why I personally would not buy it. But that's how boards work. Ask a question, get bombarded with 'GIT GUD NUB!'.

What use is this item? Where is its niche if it even has one?
It's obviously an inferior starting item to the likes of
.
And it has no build path so, if you were to substitute
then it's better to pick up
or
.
I know that when farming becomes easier later on, you can easily complete its passive, but why would you waste a precious item slot on it when you need a free slot throughout most of the game for
.
I realize that it was introduced with the ADC rework of last year and that it even received a minor buff to entice players into purchasing it, but I honestly consider this item nothing more than troll bait.
Gold efficiency is not the objective for starting items. The objective is sustaining in lane or jungle to make early farm as painless as possible, but
fails to accomplish this. It, in fact, contradicts the very purpose of laning with measly AD, negligible health restore, and a cost that prevents purchasing anything other than one
at game start.
