@Riot How about items/runes that reduce a champions ability to get gold and delay their powercurve?

From a design standpoint, you could accomplish a lot of goals with this strategy:

1.) Delaying lategame for carries makes it harder for ADCs to become godlike, and lets top and mid have more agency/gold while botlane turns into a slugfest!

2.) Carries in general can be built against better, where as champions with mid-game power curves can keep it longer. Also favoring top/mid/support.

3.) The concept of bringing new and interesting champions into the botlane meta is now that much closer to a reality.

4.) Lastly, all of these changes work at delaying the game a bit. Anyone else feel like the games can be a bit too short these days?

Some examples: (These could be baked into items or runes)

New Bandit: ** When you hit a champion with an ability, the next 3 times they recieve gold from last hitting a minion, you will steal 1 gold from them. (Could be a sorcery keystone, maybe replace the silly haste one. could also be built into the support AP item?) ** Minion Alteration: Changes minion into a different kind, with very minor buff stats, but the minion now only gives 1 Gold upon last hit, instead of the full amount. (Could see it as an inspiration rune or maybe being a new item that builds into Banner of Command? )

Not worth the effort: You award no gold upon being killed the first 3 times. (Pretty funny that you would take a rune that only works upon YOUR death, but it could be awesome for terrible lane matchups or tanks? )
